NSW Department of Energy, Utilities and Sustainability (DEUS) has developed guidelines for authorities such as Corowa Shire Council to assist them in calculation of sewerage system charges.

DEUS states that best-practice pricing is fundamental for sound management of a sewerage business as it provides:

• Fair pricing to equitably share the cost of services provision
• Appropriate pricing signals enabling customers to balance costs and benefits, thereby promoting efficient use and reduced wastage
• Apropriate cost recovery for Council
