A guide to the Development Process. Before you can build a house, shed or pergola or even open a business you probably need approval from Council. These approvals are necessary so as to provide for public health & safety and protect the environment. Where To Start* Talk to Council's Environmental Services staff to find out what the requirements are for your proposal. They will explain the next steps to take. Approval can take time so contact Council early. * If the proposal needs to be lodged to Council a Development Application will need to be completed and the appropriate fee paid. Please refer to the checklist below for all requirements. * If you are proposing to construct a building a Construction Certificate will be necessary. This may be obtained from the Council or an accredited person. * A Principal Certifying Authority must be appointed, that is a qualified person to carry out inspections on the work and to certify compliance with relevant standards. This is usually the Council or a private contractor. * Council must be notified and receive the relevant forms 2 days before works commences. * If Council is the Principal Certifying Authority a number of inspections of the work will be carried out in order to issue a Compliance Certificate * You cannot occupy or use the building until an Occupation Certificate has been granted by the Principal Certifying Authority.
